Actual pH needed for basification

What is the actual pH that is required to basify salted DMT? I know STBs use an extreme pH to break down the plant material, but if you had a solution of just water and DMT fumarate or DMT acetate what pH is required?

pH11 is optimal...but higher won't hurt.
