Seems out of reach for home experimenters although i do not doubt there could be easier methods. I think here you are waiting for someone like Benzyme, Endless, Phlux or Infid to respond.
It mentions "oxidising" harmine to harmaline (hm, shouldnt it be a reduction?!) with various means such as nitric oxide, potassium permaganate, ammonium nitrate and chromic acid.
