Is this Phalaris grass? If so what kind.

That looks like P arudinacea to me, but maybe wait for flowers to really tell.

I have some doubts that the posted plant is p.arundinacea. Flowers are typically a giveaway, though. A dense but great resource/thread right below here.. Might I recommend much of Chimp Z's analysis posts.
