The burning of the hairs and mullein material destroys and burns the hairs.  The hairs are tiny, too. I haven't used any mullein recently but everything I recall is some coughing and mild, yet pleasant effects. Cannabis helps expand lung capacity and works well with mullein. I don't think mullein should be smoked too often, either. As with most smoking of plants.
