SWIM says, no need to wait for it to completely dry.  As long as there's no puddles of water rolling around the dish and one has the proper tools (SWIM uses a razor-blade and a lab spatula/scraping tool), one could scrape up the gooey tar, spread it thin back onto the dish, and continue to do so while folding it in on itself repeatedly.  Perhaps this works like taffy or hash?  SWIM's not sure as he has little to no experience with either, but that's what he imagines.  Anyway, it gets quite hard and dry.
