When you make a post, bellow the box where you enter your text there is a checkbox that says "Attach files to this post?" Check the box and the steps to attach a file should be self-apparent.
 
This won't work on all browsers... Another way I'd to go ahead and post your text, then look for the "attach" button above your post. Steps after that are self evident.
