Below is a table from a review on buccal drug delivery enhancers (from 2011).

Some interesting options that are over the counter

Cyclodextrines: Tested here with mixed results, at the moment does not seem completely robust.
Chitosan
Citric acid
L-lysine
Oleic acid

Several others are easy to get a hold of. Maybe we need to more than one compounds with different mechanism of action. Testing would be simple. Maybe quids could also be enhanced.
