Tips on Rescuing an Abused Pachanoi?

Migrated topic.

Hey folks,
I've been living next door to a party house since some time this summer, and they are getting evicted. I went over to look through some of the junk they are getting rid of, and I found this poor neglected little feller so I felt obligated to try to save him and add him to my little garden! :)

What would you guys advise I do to nurse him back to health? My guess is that he has been deprived of light and probably food and water for quite some time. His tip appears to be either rotten or calloused, and he has some very dark spots on him. I am very new to cactus cultivation, so any advice would be greatly appreciated. Thanks!

My camera takes very poor quality pictures, but these might help give you some idea of what I'm looking at here.

its probably fine
dont feed at all or water(much) until it is warm out everynight
what kind of environment can you offer it?

It is a little mushy. Definitely mushy-er than my other cacti.

dg, for the time being I can only offer typical room-temperature (somewhere around 60°-70° F), as I would guess it is far too cold even during the day here to take them outside. I have my other cacti getting some light during the day, but not much. I could give it more or less light if one or the other would help.

Once spring gets rolling around I will probably move them all outside. Summer here is hot, sunny, and dry with cool (but not cold) nights.
