If food-grade ethyl alochol and everclear etc is banned / heavily restricted in my area, is 99% IPA from a pharmacy an acceptable alternative? Should I do an evap test as well? Thanks for any help!

Yes to both. IPA is perfectly acceptable but you must make sure to evaporate it well, and you should do an evap test.
