Do you have a reference for that? I've simply never heard that. The best known (only known that I've heard) reason for adding fluoride to drinking water is for the prevention of dental caries. Furthermore, I can think of no reason the flouride ion would sterilize water. Chlorine (of course not chloride) sterilizes by forming hypochlorous acid. Fluoride is added in ionic form--usually as sodium fluoride.
