The first action should be the manual removal of
the insets (e.g. with toilette papper, that was soaked
with Vodka.
This will give you time, until you know, which kind of
insects are attacking your plant.
Presumably this is a ridiculous typo and you mean it is slowly ROTTING.
There is only one treatment for rot - cut off all the rotted material - back to sound flesh. If you have a reasonable bit of sound material, including the growing point - dust the cut surfaces with cinnamon powder, place in a pot of fresh, dry compost. After a couple of weeks give a little water, keep your fingers crossed. It may recover and grow good flesh - if you are lucky.
I truly hate mealy bugs, but luckily I've only had minor problems with them. They don't seem to do well in the extreme heat/sun/dryness in my climate thankfully.
