Yeah you can smoke it and hold up to a certain amount on your person. Like it's said there are laws, but they are not heavily enforced. Mushrooms are all but gone now except truffles.

I always stay in the dirtiest hostel I can find, right in the heart of the city. You're guaranteed to meet some cool people that way.
