Just order it. In EU its safe for now, except for England (heard some trouble from there...).
Make sure the guys you buy it from put a bill on the package declaring it as a present (gift) or of low value ( sth like 40€) so you wont have problems with customs. If there are any troubles with customs, say that you need a lot of natural dye... thats what SWIM did with his last 5kg shippment from brazil...
... SWIM had a lot of fun in the customs office. The customs laydy opend the package, pulled out some MHRB and walked through the office asking the other guys to smell it and whether they know if this is a dye... LOL... nevertheless SWIM walked home safely with 5kg MHRB. Germany can be nice.
