Found this near my house looked it up and the only thing I can see different is that the plant was low to the ground and hasn't grown tall at all. Fuzzy though and loks the same

That's definitely it! Although a baby plant produces only the leaves pictured here. Mature mullein produces long, soft and breakable flower tips that point straight up. Sometimes they are snapped by wind here. Usually yellow flowers with small centers form around them. Very soft and sometimes large leaves might I add! Near the ground, especially. Little hairs all over the plant. Look down from the top and it's a fractal pattern. 😉
 
Yep that should be it.

Mullein is a biennial plant, meaning it has a two-year life cycle. In its first year, it grows as a rosette - short and close to the ground. The root system can endure winter temperatures and then in its second year the plant grows back and fully matures, getting tall and producing flowers/seed.
