It should not be a problem. A sublimator is watched because it's used specifically to purify alkaloids. A continuous liquid liquid extractor is primarily used by the EPA to detect pollutants in soils, foods, etc. It's not known to be used to manufacture drugs on a large scale. So as far as I know it’s not a watched item. SWIM ordered one in the past without any questions asked. However when he ordered a sublimator, he had to give a written explanation of what the sublimator was going to be used for, and he had to state that it will not be diverted for illegal use. Had he known a sublimator was a watched item he never would have ordered one.
a word of advice: order from smaller glass blowing companies. they're less likely to play 20 questions.

Yeah Quark Glass is a good place. SWIM got quite a bit of stuff there with no questions.
Thing is, if you are asked why you are buying it, you better give a good answer. No answer when asked is suspicious and likely to get you reported to the DEA.
