PH stuck at 12.9

Hey
I am so damn confused i have basified and got the ph to 12.9
But im trying to reach 14 as per the lex tek and god damn it!
The last 2 times i have added more lye the ph has stayed at 12.9!
I dont get it? The only thing i can think if is the lye
Is being used up in a reaction in there somewhere leaving
The ph at the same level so i have been waiting and re checking
The ph but no luck, im not too keen to just keep putting more lye
In because im starting to think my ph pen is buggered, i have buffer solutions 7 and 4
and the pen has been calibrated with them but maybe the pen cant reach 14 anymore?
Can anyone shed any light on this?

Is there some sort of gaditude function on this forum?
Like on another forum i belong to we have a rating system
