That product would likely do the job. Just make sure it evaporates cleanly - it should do, it seems to be a brake cleaning fluid.
"Hydrotreated" refers to a standard purification process for a whole lot of hydrocarbon solvents. You'll also see the term if you look closely at any bottle of white spirit or "turpentine substitute". I strongly suspect that "SBP 3" refers to a standard for boiling point which you may find reference to if you look at the
documentation (SDS). It would be wise to make sure that this value lies below 98°C (a boiling
range of 80 110°C would probably be OK).
The other thing to make sure of is that it contains <5% aromatics, otherwise freeze precipitation might not work.
There are various OTC petroleum distillates available in the UK if you know where to look for them, although they may have been getting harder to find lately.
