This is strange, 1 liter volume should be more than enough for the alks to settle on the bottom.

But otherwise it looks normal, precipitated freebase could be seen easily.

Which base did you use?

What I would try:

Filter small portion (50ml) of it using coffee filter. If it works and filtrate is (almost) clear, continue filtering whole amount and catch freebase in the filter.

If it easily cloggs the filter, put it back into original container and dilute it with 500ml of alkaline water.
