Probably fast-dry because it's made of lighter naphta. Less heavy carbon (C8, C9, etc...) and more light carbon (C6, C7) and smaller molecules evapore easily, need less energy (heat).

Exactly what DansMaTete said, it's probably light naphtha with only light hydrocarbons Pentane-Hexane-Heptane (C5,C6,C7) these evaporate very fast, Octane ( C8 ) and up are very slow to evaporate.
I've used this stuff since the beginning. It works fine, evaps clean. This IS regular naphtha, it's just faster drying than say xylene or some of the other solvents, thus labeled 'fast dry'. It still takes days to evaporate 300ml without a fan...
