How do research grants work...particularly for controversial work?

I’m a Ugrad science student. I’m still poised to redirect my study to be relevant to my interests here. I have a question to anyone currently working in academia or psychedelics research. By what criteria are university and private institution research grands proposals accepted?
Might I speculate that it is public good, private utility to the institution, tradition? The complete discretion of the research officers? Whenever there is a match to some money offered specifically for a kind of project?

He actually responds to emails if you are genuinely interested. He might be able to point you in the right direction if he feels that your intent is good and your priorities straight.
