How does solubility work?

Hello,

I read that Salvinorin A from Salvia Divinorum is not soluble in water, so I did an alcohol extraction, similar to this process here

However, I was wondering if it would be possible to get an effect from this liquid if I would take it buccally? How does solubility actually work? Would the solubility only matter when it comes down to the extraction process or does it also play a role in the consuming part?
Would it be better, if instead of diluting it with water, I would dilute it with milk?

And yes it matter with consumption as well. And example that occurred here on the forum was the whole HPBCD completing of DMT since DMT is not soluble in our saliva there's no way for it to break down enough buccally or sublingually to allow absorption into the blood stream.
