Is this phalaris Arundinaceea?

Eastern europe, on hills near the city.
In the third picture you can see both flowers. Is any one of them phalaris Arundinaceea?

That dosent seem like an arudinacea to me. Anthers in the flowers are looking different. One way to confirm is to check the rhizome mass. Also sheath and ligules will be very helpful.
