lye and ph

I'm having trouble getting ph to 13. i keep adding lye and the ph doesn't seem to change. is there point where adding lye won't change ph? over saturation? A i wrong to think more lye means higher PH? i'm useing 100% lye..

If you are following an Extraction TEK or recipe and using the stated amounts then maybe you don't need to worry about checking pH, I certainly never check pH.

Or is it something else you are doing?
