1. Saturate cactus powder with aqueous NaOH solution to a thick paste, then spread on pyrex tray(s) and dehydrate on heat mat (for seedlings, etc.)
2. Add IPA until soupy then strain out solids (wash solids once or twice and collect IPA)
3. Defat with naphtha several times or until clear
4. Add HCl according to estimated amount of expected yield, shake well and evaporate IPA
 
A few comments/questions

- Will it form a very thick elephant snot in step 1 that will be very hard to deal with and properly dry?

- At what speed will mescaline carbonate form from CO2 in the air, versus how long will you need to dry your cact? If so, it might screw the subsequent steps

- How much IPA will you have to use to extract a significant amount of cactus? How much of it will be absorbed by your cactus product? might be very wasteful..

- Isopropanol will mix with your naphtha so you can´t use it to defat like that.. Youd have to evap the IPA, then defat with naphtha , then redissolve in IPA and then salt it out.

My recommendation is try CIELO if you can source the chemicals.
 
It can partially work (except deffating step, naphtha will mix with IPA), but do not expect pure mescaline, proposed tek will produce some kind of active resin.

CaOH is better than NaOH for wet paste methods, but most important is the solvent.
IPA is too polar, it extracts too much inactive plant material.
