Peganum harmala legal status?

Hello, I need here legal advice about syrian rue, ideally from lawyers. Here in Portugal harmine which is found both in peganum harmala and banisteriopsis caapi is illegal: Redirecionamento
But nothing mentioned about syrian rue seeds themselves. Since plant material is not prohibited is it legal to buy for legal purposes even if it contains illegal substances?
 
I can't find any specific mention of Syrian rue seeds being illegal in Portugal.

Here in the UK at least these plants are legal, as are the isolated alkaloids as far as I know...DMT on the other hand is a class A substance, but you can still obtain it in plant form without issue (although bulk buys of Mimosa root bark have been a source of negative attention). In London you can openly buy Syrian rue in Middle Eastern shops.

Syrian rue does have legitimate non drug uses such as a carpet dye, and I really can't imagine that a shipment of seeds would be picked up on...even if customs were to have a look at them I doubt they'd know what they were looking at. That list on the linked document was mainly targeting synthetic and research chemicals. On the plants/fungus section Syrian rue is not mentioned, so I don't think there will be a problem.

 
After living in Portugal I learned that harmine itself is illegal but not sure about seeds and plants containing it.
Is peganum harmala legal in Netherlands as well as DMT containing rootbark?

You should be fine in the Netherlands. As for plants w/ harmine in Portugal, its probably ambiguous, like it is with DMT.
 
Peganum Harmala is legal in The Netherlands, as are its isolated constituents.

Root bark and other plant material containing dmt is legal in The Netherlands only when said plant material is in unprocessed condition. Dried and/or roughly shredded material is perfectly legal, but powdered material is not and may lead to prosecution.

In practice, nobody cares about small (=user) quantities, but possession of e.g. several kilos of powdered MHRB could be prosecuted as a fellony.
