ratio to get ph 4

swim thinks to extract some cacti. he needs ph 4 for boiling and do not have a ph meter. what is the ratio between water and %5 apple vinegar to get the ph 4. swim also can reach %100 glacial acetic acid. and want to learn if preparing %5 acetic acid solution rather than using apple vinegar make too much difference ? and what is the pure sodium hydroxide ratio to put for a liter of cacti tea to get it based.
