Bootlegging wild U.S. field hemp populations

How can regular people in the U.S. bootleg hemp and use it? It's a schedule 3 substance. any amount with fewer than 0.3% is legal under federal law. It's out there in the North Central Midwest region. You can easily bootleg the hemp and take it to tribal reservations in the west to help support people living in the west of the U.S. where life can be particularly hard. Navajo Nation has little access to water and and many don't have shelter. Many banks do not do loans on the reservation because its impossible to repossess but they can actually repossess a trailer or a mobile RV. I do not think a bank can repossess a building made out of hempcrete and aggregate because they didn't own it if it's not their private property plus it's not possible because they can't repossess anything on tribal lands. Can't you build hempcrete out of field hemp? Then use hempcrete with aggregate to actually make a building? I mean, it's possible. It's probably legal so we'll say "Bootlegging" not bootlegging. Like nothing illegal about it but it is kind of taking a natural resource that's available en mass
