Hi,
Your best bet is to just go ahead and post your topics in one of the welcome areas. Someone from the MOD team can move it to the appropriate section later, if deemed necessary.
To be promoted, one needs to interact with the forum. This is because people have to vote for you enough times to be promoted. The only actual posting restriction is that new members cannot discuss research chemicals. Otherwise, feel free to post about pretty much anything in the welcome areas as long as it doesn't violate the forum rules.
For more info, there is a section in the FAQ regarding this matter.

I'm a new member in-waiting too.
I want to learn more about gardening and really haven't found a lot of info about cultivating the various plants here. I am quite good with some types of plants, but it's always good to read up on what a plant requires before obtaining it.
