Is it shredded or home-powdered? That could be why,
Whether or not it is shouldn't be too much to stress about, each of these steps uses general qualitative observations along with the quantitative and the ONLY reason for that description is because having the extraction wet like that results not having to add much water lime step.
As long as the bark is wet with vinegar and water... you're good!
