Did Orange man make Cannabis legal at the Federal level in 2018?

Here's a link to a pdf of the review referred to in the above excerpt from the Dec 2017 WHO newsroom comment on CBD:
And here's the press release re the Jun 2018 (pre-)review:

This 2020 document (links to pdf) details in full the scheduling decision arrived at through the critical (evidence-based) review of November 2018:

So, the result of the vote?
Statements on the vote from the various member countries here (pdf):
[Turkey seemed particularly upset that they were on the side outvoted by 27:25, but there appears to be a different interpretation of democracy in the then as now present Turkish regime compared with many European countries.]
Summary news article here:

We're over 3¹/₂ years on from this decision, the German state* has done its best to obfuscate and hinder the supposed "legalisation" process behind a mountain of (surprise-surprise!) bureaucracy and postponed decisions. Ho-hum.
(*As a federal state the individual states have played a considerable role in the varying degrees of hindrance across the country as a whole).

How's it looking in other parts of the world? Is the ongoing liberalisation in the USA a consequence of the UN decision, or was it as much a forerunner?
From your last link...
Meanwhile, the United States voted to remove cannabis from Schedule IV of the Single Convention while retaining them in Schedule I, saying it is “consistent with the science demonstrating that while a safe and effective cannabis-derived therapeutic has been developed, cannabis itself continues to pose significant risks to public health and should continue to be controlled under the international drug control conventions”.

With the Single Convention, the difference between Schedule IV and Schedule I is that Schedule IV has "no medical use". Kind of the reverse of the US.

I think this has much to do with medical use being commonly accepted now and the the US was a forerunner.

The US has only cared about what the UN says when it suits them, though. There is that.

That is interesting about the UN/WHO but they are not talking about THC/THC-A or full spectrum Cannabis, only select Cannabinoids like CBD. I also know enough about both the UN and WHO to not trust anything they say or do. When I traveled through Europe in 2016, prior to this UN/WHO thing, CBD was openly being sold in the stores of many countries including the UK which otherwise has very strict anti Cannabis laws. I have always been an advocate for full legalization of Cannabis and Hemp globally. Free the medicine and allow the people to use it as they see fit. Black markets always create problems and fund organized crime syndicates.

It's looking like politi¢ian$ & their many friend$ only tolerate cannabis when it's $i¢k 'n $ad (read "medical", though there ain't no "medical" firearms in the country of the 2nd amendment)... At the opposite side of that bipolar spectrum lies THC, the absolute evil. But indu$trial$ of Big Pharma can now salivate and rejoice as the Aelis Farma anti-buzz solution code-named 'AEF0117' is currently being validated by clinical trials, not just mammalians as rats & mouse with 5 pairs of tits. So much for the old US 6630507-B1 patent about Cannabinoids as antioxidants and neuroprotectants, soon Ritalin won't be alone!

The US has only cared about what the UN says when it suits them...

Indeed, USA could have in fact been leader of Prohibition but there were internal autonomist tensions vs the UN which prevented immediate support after the 2nd Geneva Opium Convention of February 19th, 1925. E.G. where "Indian Hemp"/"Cannabis sativa L." have been targeted in an int'l coordinated War-on-Drugs, arguing that criminals didn't respect borders for its traffic, much less those trading women and kids as sexual toys - which was the ultimate fear instrumentalized at the time.

Black markets always create problems and fund organized crime syndicates.

Remember Anthony Youn at CNN (2013-Dec-9)? He claimed that cannabis would cause men to grow female attributes and lose their masculinity... Well, the year after a Québeker do¢tor named Richard Bélanger relayed that "information" via a $¢ientifi¢ vulgarisation program dispatched through all of canuck land with help of Radio-Canada's french TV network, « A Mari Usque Ad Mare »... Last fall this same individual was assisted by the La Presse ma$$-media with their infographics showing a sample of BIO & LEGAL Wax Pen in some study covering 42 eastern schools where teens allegedly tripled their use (of a product sold illegally over Québec's border) while also accessing THC distillate that was actually 3 times as potent as our lame SQdC "concentrate", made of 70 % contaminants! All in a matter of only 4 years of Trudeau's « légaleezation » who by the way protected his own political heritage at UNGA$$ 2016 by avoiding the need to correct an UNILATERAL TRANSFER of an EXCLUSIVE PROVINCIAL "COMPÉTENCE" previously assumed constitutionally for 33 years by virtue of the 'Pharmacy Act', specifically its revised "schedule" titled 'Liste des Poisons' juxtaposing "Indian Hemp" besides arsenic and cyanure. It turns out the Ottawa politician responsible for this intrusion was in fact a LIBERAL do¢tor-senator who was presumably upholding the oath to Hyppocrate, hence who should have corrected such blatant lie instead of spread it as federal law across the country.

Yet, the day after UNGASS 2016 (coinciding with a "4-20"!!), Justin Trudeau enjoyed a selfie session in RED boxer pants & gloves while the founder of Blo¢ Pot happened to be recording his lamentable participation to TLMEP that was going to be aired the next Sunday (ZERO mentions of such UN key event were made there)...

Worse, at Halloween this same critical year we saw Kevin Sabet and Nora Volkow invited as int'l $pe¢iali$t gue$t$ of the CSAM-SMCA, etc., etc.

The net result been of this crappy pile of cheats has been the creation of a whole new clandestine market targeting youth while the initial claim was about protection of society and its children, meant to fight crime.

And now in USA Donald Trump seems quite prepared to cause inter-state chaos at borders in a very similar manner. A guy who's partisans praise him for the Farm Bill that followed UN's 2017 strategic move, aHummm...

😤
