Imo both are good in different ways. If you do so before, you may feel more fluidity in your workout. If you do it after, there seems to be an entourage effect from the neurotransmitters released during the workout that give you the "workout high."
Personally, I weigh about 140lbs, and have deadlifted 405lbs both while stoned and after a blast off. I think it may differ by individual relative to intensity.
The fluidity comes about because, generally, one is relaxed as a result of the afterglow.
I really liked spending a portion of the morning til early afternoon outdoors just hiking/walking, then do a workout session either outdoors at home or head to the gym right after, then come home afterward, shower, then smoke. I've had some really great experiences when I'd done this.
