If you want to go truly bio-regional it may be worth trying wood ash as your source of base. Mixing that with burnt seashells (mostly calcium hydroxide) would make for quite strong to very strong base (mixed hydroxides of sodium and potassium). Then again, KOH is rather soluble in ethanol so you'd need a less polar solvent instead.
