That should be just fine.
Though I think the reason folk add lye first is so that they can see it's completely desolved before adding the bark. But if you add a little bit at a time and shake it quite vigourously it will be just fine.
I always add enough lye so that when I give it a good hard shake, any bubbles that form on the surface will quickly break up and this is a good sign you won't get an emulsion later on down the line.

If the water's hot then definately add the lye quite slow as it will get hotter. But the lye should also disolve a little more efficently.
