EDIT: As a matter of fact, I think the cedar chips were counterproductive. They prevented moisture from evaporating off of the soil which could encourage molds and bugs to take up residence.

thats why i asked.. i was going to mention those issues
if you have fungus gnats:
1. the soil is too moist
2. too much decaying plant matter, etc in soil
a surface treatment of de, and letting the soil dry out is a good fix
