stb question about water/base mix

I know its probably been asked a million times on here but was unable to find it at all. Swim was wondering if its possible to over basify or add too much water. Swim is going to be doing their first extraction and have the water/ base mix at a ph of or around 13. So basically what the question is, is there a ratio of rb and water/base mix that swim should use?
