Thick whitish sludge between nps and basified?

Using Cyb Max Ion, 50g pwdered mhrb, pulling with toluene 75ml for FASA. Getting this thick whitish coloured sludge (not usual clear bubbles) which wont settle and takes up almost all the nps layer even when left hours to settle it won't. When stirred a bit with a rod it will settle and compress into a thinner layer but never go away. Tried adding more NaOH and salt by the teaspoonful but no real change at all. The layer (when settled after stirring) looks like clouds viewed from above. It also coats the bottle and never seems to clear. In general it all seems very dirty. I've only done this tek with PEther before and only ever had clearish bubbles forming, never this. The toluene is lab AR grade and evaporated clean. Anyone have any ideas why this is happening or what to do about it? Is this stuff that should just be discarded or does it contain spice?

...and THAT is why I don't do STB. I hate emulsions, they ruin everything. Acid cook/filter/filter again/baisfy=no emulsions and a clear layer within 30 seconds of shaking
