Frozen Basified Mix

So my uncle happened to have stored his MHRB basified mix in his shed, as it smells and looks like motor oil. Its freezing cold where he lives, and when he brought his mix in to check on it, he heard something scraping the inside. Upon opening, he was greeted by basified mix that had taken on the consistency of slush, and now takes up twice the space in the container.


Question he asks is, is the basified mix still good?

His limited knowledge of chemistry leads him to believe its completely fine. Is he right?
