No, the actives stay in the liquid-- only the plant solids sink.
I use the method for all plant teas-- cactus, leaves, barks, seeds-- gravity helps drop everything to the bottom
Whole Rue seeds are best prepared by baking them in the middle shelf of an oven at 350F for 15 to 18 minutes which both dries them out (making it far easier to grind them into fine powder for ingestion) AND cooks off all the ugly chems that tend to cause nausea in them. It will not ruin the harmalas at that temp.
They also taste WAY better-- like chocolate w/peanut butter. I just mix them into coconut milk and shoot them but you can encapsulate the powder too. It works very well, and I have not felt any nausea since adopting the method.
